in April 1878 the Society for the Encouragement of Arts, Manufactures, and Commerce, offered its Gold Medal in a competition to devise "the best means of saving life at sea, when a vessel has to be abandoned suddenly, say with only five minutes' warning; the shore or other vessels being in sight". This is the accompanying report to the competition.
