the first page comprises the order sent from the Commissioners of the Admiralty to the Flag Officers, Captains, Commanders and Commanding Officers of His Majesty's Ships, and the second page contains a translation of the original Spanish royal order explaining the change of colours.

The order is signed by Sir Philip Stephens, First Secretary of the Admiralty, and Lords of the Admiralty, Richard Hopkins, John Leveson-Gower, and Lord Arden.
