in response to the very real fear of a nation-wide cholera epidemic breaking out from ship-borne trade, an emergency survey was conducted in 1892 of the chief English ports and Riparian Sanitary Districts, to ascertain the preparedness of the authorities of maritime districts to deal with ship-borne cholera, and to advise on action to be taken.

In consequence of the unsatisfactory nature of the arrangements in hand in many of the districts visited, and the continued prevalence of cholera in Europe, it was decided that a much more detailed survey should be conducted of the whole coastline of England
and Wales and embracing all sixty Port Sanitary Districts and some sixty to seventy Riparian Sanitary Districts having shipping trade, and these detailed reports are the result of that survey.

The coastline was divided into 21 sections, with a separate report for each section, together with accompanying coloured map diagrams illustrating the areas covered.
